Position: LOTO Engineer (Lockout/Tagout Engineer) 📍 Location: Basra, Iraq 🏢 Company: CEEC International Engineering Co., Ltd. 🔋 Project: 1GW Solar Photovoltaic Project (Owner: TotalEnergies, France) Key Responsibilities: • Independently develop, write, and implement LOTO procedures for electrical, mechanical, hydraulic, and pneumatic systems • Identify hazardous energy sources and design appropriate isolation measures for each equipment type • Manage the full LOTO process: isolation verification, tagging, locking, removal, and documentation • Conduct on-site supervision to ensure subcontractors and teams strictly follow LOTO requirements • Provide LOTO-related training and technical guidance to site personnel • Inspect and audit LOTO implementation and update procedures based on site condition • Support EHS department in energy isolation compliance, incident prevention, and safety reviews Qualifications: • Bachelor’s degree in Electrical, Mechanical, Automation, or relevant engineering fields • Proven experience in creating and reviewing LOTO procedures (not just performing basic LOTO steps) • Familiarity with hazardous energy control standards (electrical isolation, mechanical blockage, pressure release, etc.) • Experience in large-scale industrial, power plant, or solar PV projects • Strong understanding of electrical systems, switchgear, inverters, transformers, and HV/MV equipment • Relevant certifications preferred: o OSHA/LOTO certification o HSE/Safety training certificates (OSHA, IOSH, NEBOSH, etc.) • Good English communication skills; Arabic is a plus • 3+ years of relevant site experience Preferred Candidates: • Iraqi nationals with EPC or industrial project background • Available for immediate deployment How to Apply: 📧 Email: yhfeng0571@ceec.net.cn
